The Tenth Finance Commission had submitted its report on the 26th November, 1994 for the period of five years, i.e.,from 1995-96 to 1999-2000. The said report was laid on the table of both the Houses of Parliament on the 14th March,1995. One of the recommendations of the Commission that has been under consideration of the Government is an alternative scheme of sharing of the proceeds of certain Union taxes and duties between the Union and the States.

The report of article 370:
- Jammu and Kashmir have been receiving India's special treatment since they arrived with India. On August 5, the parliament of the Union passed the law on the inactive of "Article 370 and 35A" in Rajya Sabha.
- Law clarified that the Jammu and Kashmir were bifurcated with the legislature and the Ladakh Union territory without a legislature in two union territories, such as Jammu and Kashmir Union territory.
- Not only did this legislation bifurcate the "Jammu and Kashmir" and strip it of union territory status from state hood.
