Height of the cone (h) = 24cm

Surface area of base = 154 cm =
\pi \: r {}^{2}
that is,
\pi \: r {}^{2}  = 154 \\  \frac{22}{7}   \times r {}^{2} = 154 \\ r { }^{2}   = 154 \times  \ \frac{7}{22}  \\ r { }^{2}  = 7 \times 7 \\ r = 7cm

Volume of cone is
 \frac{1}{3} \pi \:  r {}^{2}h \\
that is,

 =  \frac{1}{3}  \times  \frac{22}{7}  \times 7 {}^{2} \times 24
 = 22 \times 7 \times 8 \\  = 1232cm  {}^{2}
