pA country which is under populated can't exploit it's natural resources to the maximum due to the lack of human resource because all the sectors require human resource for example in the primary sector agriculture requires farmers, in the secondary sector manufacturing requires workers and in the tertiary sector transportation requires drivers hence these sectors by themselves can't produce, convert or transport goods and require the presence of human resources
