Explaination Step by Step:

Area cow can graze is Area of circle/4

                                     = pie*r^2/4

                                      =22*14*14/7*4

                                      = 154 m^2

Decreased area=(Area of previous gaze)-(New Area)

                           =(154)-(10.5*10.5*22/7*4)

                           =(154)-(86.625)

                           =67.375

So Area of Grazing is 154 m^2 and decreased area on rope shortened is 67.375 m^2
