Let U denotes the required initial velocity of the given ball.
We know that
at maximum height the ball comes to rest
Hence from above data we get following kinematic relation,
0 = 3*U - (1/2)*g*3^2 [g = gravitational acceleration]
or 3*U = (1/2)*9.80*9 [g = 9.80 m/s^2 (assumed)]
or U = 4.9*3 = 14.7 (m/s) [Ans]
