Any person can have a tale of woe or tell one. A tale of woe tells of things that have happened to someone that to him were pretty bad: bad health, financial loss, death of a loved one. These tales can solicit feelings of compassion, sympathy, or empathy, or all of the above. It can move one to assist the teller of the tale, but not necessarily.

However, a cry of agony means a person is in serious trouble and needs immediate attention. It moves a person to immediate action to determine the cause of the problem, and what it will take to alleviate the suffering. The dictionary definition of agony and woe are kind of the same, but, agony means it is happening right this minute and he needs help immediately. Woe means it has already happened, and help may or may not be immediately required. A plan for alleviating the problem could be set up.
