Surface Area of cube = 6a²

volume of cube = a³

Let say height = h of cube is submerged into water

Then surface area submerged

= a² + 4ah

One-fourth of its total surface area is inside water

=> a² + 4ah = 6a²/4

=> 4a² + 16ah = 6a²

=> 16ah = 2a²

=> h = a/8

Volume Submerged = a²h = a²*a/8 = a³/8

percent of cube volume is inside water = 100 *  (a³/8)/a³

= 12.5 %
