When cube of side 3 cm is cut into smaller cubes of side 1 cm, we will get 27 cubes, divided into three layers each having 9 cubes.

Now first remove upper layer of 9 cubes painted black.

Now we have the middle layer having 9 cubes out of which 8 are painted.

( 4 corner cubes painted on two sides + 4 remaining on outer side painted only on one side) .

Finally only ONE cube in the middle is left which do not have any paint.
