Ice absorbs the heat from the water and melts. The greater the surface area, the faster the heat transfer. Consider a cube of ice, 1 inch on a side for a total of six square inches.  Now slice through the middle of each side and you wind up with 8-1/2" cubes with a surface area of 12 square inches. Twice the area. Now cut each of these in half through the middle of each side winding up with 48  small cubes with a surface area of 24 square inches. So you can see, that the smaller the "cube" the greater the surface area, and the faster the cooling. Crushed ice has very small pieces, therefore a very large surface area resulting in faster cooling.
