A current carrying wire generates a magnetic field. It is because it has a net positive charge due to special relativity. Now the thing is the field of the positive charge is radially outwards. Then why the magnetic field is concentric? What is the relation between radially outward and concentric field? ​

The magnetic field produced due to a straight current carrying conductor is in the form of concentric circles. The centre of the circles lies on the conductor itself and are in the plane perpendicular to the straight conductor. This implies that the magnetic field produced due to straight current is circular.

by applying amperes swim rule you can find out the deflection of North pole of a freely placed magnetic compass. so , by this you can find out the poles of the conductor, and thus the magnetic field of the current carrying conductor.
