Direction of magnetic field is given by the right hand thumb rule, where the thumb points towards the direction of current flow and the rotation of  palm gives the direction of magnetic field line.

1) At a point below the line :

If the current is flowing from east to west then the direction of magnetic field at a point below it will be towards SOUTH.

1) At a point above the line :

If the current is flowing from east to west then the direction of magnetic field at a point above it will be towards North.
