volume of cylinder =
\pi {r}^{2} h
volume of cone =
 \frac{1}{3} \pi {r}^{2} h
ratio of their volumes =
 \frac{\pi {r}^{2}h }{ \frac{1}{3} \pi {r}^{2} h} = \frac{1}{ \frac{1}{3} } = \frac{3}{1}
pi r^2 h cancelled to each other as their values are same.

therefore ratio of volume of cylinder to volume of cone is 3:1
