No, tripling the height would not have the same effect on the surface area sleeing the radius :

The surface Area of the cylinder is given by 2πr(r+h)

The Surface area = 2πx(10)x(7)= 439.8229715        [Given D=20; rad=10cm]

Tripling the height= 7x3 = 21 cm

Now the Surface Area =  2πx(10)x(21) = 1319.468915

As the The Surface area changes by tripling the height  

Hence, it would not have the same effect on the cylinder.
