Step-by-step explanation:

Given: Height of the cylinder (h) = 3m

Circumference of base = 22m

2\pi \: r = 22

r=  \frac{22}{2\pi}

r =  \frac{22 \times 7}{2 \times 22}

r =  \frac{7}{2}  \:  \:  \: cm

According to question,

Toral surface area of cylinder = CSA of cylinder + Base of cylinder

 = 2\pi \: rh + \pi \:  {r}^{2}

 = \pi \: r \: (2h + r)

 =  \frac{22}{7}  \times   \frac{7}{2} (2 \times 3 +  \frac{7}{2} )

 = 11(6 +  \frac{7}{2} )

 = 11 \times  \frac{19}{2}

 =  \frac{209}{2}  = 104.5 \:  \:  {m}^{2}
