Radius of Cylinder = d/2 = 28/2 cm = 14 cm

Height = 20 cm

=> Volume of Cylinder = Volume of Cone

=> πr^2h = 1/3 πr^2h

=> 22/7 x 14 x 14 x 20 = 1/3 x 22/7 x r^2 x 14

=> 12320 cm^3 = 14.6 r^2

=> r^2 = 12320/14.6

=> r √843.8

=> r = 29.04 cm

Now,

Base area of Cone = πr^2

=> Area = (22/7 x 29.04 x 29.04) cm^2

=> Area = 2650.43 cm^2
