1) It cannot neglect the views, thoughts,  opinions, and ideas of the citizens i.e. the citizens have to say in a democratic government...

2) The citizens can change their ruler or leader if they are unhappy with him/her. Thus no political party has a permanent rule in a democratic government...

3) The representatives or the leader chosen by the citizens work for their welfare only...
