water is a liquid and has large intermolecular space and less intermolecular force of attraction and this force is overcome by the force of hand . that's why a diver is able to cut through the water while swimming

The matter occupies space and particles of matter attract each other. A diver is able to cut through water in a swimming pool by applying force to displace water and occupy it's place.
