A doctor advise to use ice pad on forehead to bring high fever down instead of using water at 0 °c,why

Because ice has a high latent heat of fusion i.e. 85 joule per gram and hence it extracts more amountof heat energy from the body to melt and form water at 0℃ whereas water is already in liquid state.
Ice requires heat energy to Overcome the intermolecular force and break bonds to form liquid without any change in temperature.
