a doctor advises to use ice pad on forehead to bring high fever down instead of using water at zero degree celsius why

The ice pad will help you to take the heat from your body. In the other side, water at 0 degree celsius will not help you to bring high fever down. So it is preferable to use ice pad or cold water.
