the oxygen that fish breathe is not the oxygen in H2O. ... fish breathe the dissolved oxygen out of the water using their "gills". dogs cannot breathe underwater because their lungs do not have enough surface area to absorb enough oxygen from water and their lungs is adapted to handle air rather than water.

The fish has gills to breathe inside water but a dog has lungs instead of gills. This is why a dog cannot survive under water but a fish can.
