Your solution:
Given,
Length of Door= 4m & Breadth of Door= 3m
Therefore,
Area of Door= L×B = 4m×3m = 12m^2

Given,
Length of Wall= 16m & Breadth of Wall= 13.9m
Therefore,
Area of wall= L×B = 16m× 13.9m = 222.4 m^2

Area required for whitewashing
= Area of wall - Area of door
= (222.4 - 12) m^2
= 210.4 m^2

Cost for whitewashing per square metre
= 23 × Area required for whitewashing
= (23 × 210.4) rupess
= 4,839.2 rupees.

Hope this helps..
