You didn't give length of his step so I'll take arbitrary 1 feet (30 cm).

200 steps
◆ Explanation -
Drunken man takes 2 step back with every 1 step forward. i.e. The man effectively covers 1 feet (0.3 m) distance in 3 steps (1 forward + 2 backward).
Steps to cover 20 m will be -
Steps = 20 × 3 / 0.3
Steps = 200 steps
Thus, the man have to take 200 steps to cover 20 m distance.
