Clothes dry more slowly on a rainy day because the water content of the air is higher.
In the rainy summer the humidity is too high so the clothes dry slower. In the rainy summer the rate of evaporation decreases.Humidity is the amount of water in the air because there is no sun on the clothes. This difference causes the cloth to dry faster or slower.

Drying cloth involves two processes. Energy has to be provided to change the water from liquid to vapour and an air stream is needed to remove the vapour.
