Dry seeds are the seeds which are not moist, i.e., they does not come in contact with water....whereas soaked seeds are those which absorve the water by the process of osmosis and they become swollen...

Dry seeds are the seeds that have no moisture, whereas, the soaked seeds are the seeds that had remained in the water and thus contain moisture. The dry seeds are hard to touch and break whereas, the soaked seeds are soft to touch and easy to break.
