Explanation:

A) Metals do not release hydrogen with nitric acid because nitric acid is a strong oxidant. When hydrogen gas is formed between the metal and dilute nitric acid, hydrogen is oxidized by nitric acid to water.

(b) Magnesium and manganese are two metals that release hydrogen gas from highly diluted nitric acid.  These two metals are good reducing agents when they react with 1% dilute nitric acid to form hydrogen. Here, magnesium dominates in reducing the action of nitric acid.
