Quick lime (CaO), as we know is a base. If the soil is too acidic, bases like Quick lime or Slaked lime are added to it to neutralise the effect and quantity of acid. So, the problem with the soil was that it was too acidic.

Low pH level leads to acidic soil and high pH level make it alkaline.
Explanation:
A farmer is advised to sprinkle quick lime in his crop field because quick lime provides certain minerals to the soil and raises the pH balance of soil. In a soil, the proportion of pH should be balances one.
If pH balance is below the limit, then soil becomes acidic and if it becomes more than limit, then the soil turns to alkaline. It affects the nutrient levels of plants. Hence, a farmer has to test pH level to have optimum growth of plants.
