According to statement,

Area of land = 10 hectares.

↝So, total area to be planted cannot exceed 10 hectares.

According to statement again,

↝The number of hectare of corn planted must be atleast twice the number of hectares of poatoes.

$\rm :\longmapsto\:y \geqslant 2x$

Hence,

The required inequalities are

$\rm :\longmapsto\:x + y \leqslant 10$

and

$\rm :\longmapsto\:y \geqslant 2x$
