No all fertilizers are not inorganic salt. One example of organic salt is Urea (NH2-CO-NH2). There are many fertilizers which are obtain from leaving as well as non leaving organism which are used as fertilizers. Some example for these are wormy compost, plant base fertilizers and many more.

Inorganic salt are also used as a fertilizers and their examples are ammonium nitrate, potassium sulphate, NPK etc.
