A few drops of sulphuric acid are added into water before electrolysis. ... To increase the conductivity of water a few drops of sulphuric acid is added .Being a strong acid it can ionize completely to release H+ ions. These H+ ions are responsible for the conduction of electricity.

It is because pure water is neutral on pH scale i.e. it contains only molecules and since to pass electric current from through a compound it is necessary for that compound to form ions and therefore when acid is added to water it forms ions and can then pass electric current through it.
