\underline\bold{\huge{solution!!}}

Circumference of upper circle with radius 14 m

 = 2 \times \frac{22}{7} \times 14
 = 88 \: m

Circumference of lower circle with radius 21 m

 = 2 \times \frac{22}{7} \times 21
 = 132 \: m

Total distance one have to walk,leaving out this 1 metre distance

= (132 + 88 ) - 1+1

= 220 - 2

= 218 m
