Firstly ,we will try to understand the question with the help of a rough diagram. [Rough diagram in attachment]

We can now understand that The plot ,the roads and the leftover plot are in the shape of rectangles . Hence,we can suppose them as rectangles and continue.

(a.)Total area of roads =Total area of the plot-leftover area

=(170m×140m)-[{140m-3 (3m)}× (170m-4m)]

=23800sq.m-[{140m-9m}×166m]

=23800sq.m-[131m×166m]

=23800sq.m-21746sq.m

=2054sq.m

Answer:2054sq.m is the area of the roads.

(b.)Cost of levelling the roads=Area of the roads×Rate of levelling

=2054sq.m×(Rs.5/sq.m)

=2054×Rs.5

=Rs.10270

Answer:Rs.1p270 is the cost of levelling the roads.

(c.)Area of the remaining portion =Total area of the plot -area of the roads

=(170m×140m)-2054sq.m

=23800sq.m-2054sq.m

=21746sq.m

Answer:21746sq.m is the area of remaining portion.
