The balloon filled with air rises up due to the upthrust of air. It rises upto a height where the upthrust is balanced by its weight. Furthermore, atmospheric pressure goes on decreasing as the height goes on increasing.
So, when the balloon rises up, it gets expanded to balance the pressure inside and outside of it. At a certain height if the balloon crosses its expansion limit , it bursts.
