It is a matter of convenience and convention.
When we talk of drinking water say, we use ml (cc) or litres or ounces or cups or glasses. All of them can be correlated with each other.
When we talk of medicines, we talk of teaspoons, drops and ml (cc) or even cap fulls. Again, there are fairly standard means of converting them from one to another.

Although the SI unit of volume is the cubic metre (m3), the volume of a liquid is usually expressed in terms of litres (or submultiples of a litre). A litre has the same volume as a cubic decimeter (a decimeter is one tenth of a metre). A cubic metre of a liquid is thus equivalent to one thousand litres (1000 L).
