The answer is 2 nitrobenze as it reacts with Sn/HCl to give aniline ( benzene with a NH2)

which on further reaction with HNO2 gives diazonium salt ( benzene with an N2 +) which is an unstable compound when reacted with phenol it gives parahydroxyazobenzene
