4th pump rates:   R  liters/hour
1stm, 2nd, 3rd pump filling rate:   2 R/3 liters/hour

for all four ,  the total filling rate:   3 * 2R/3 + R  = 3 R  liters/hour
Largest pump (1st or 2nd or 3rd) working along:  R liters/hour

fraction of the time :  R / 3R = 1/3
