Because there is no external force on the gun-bullet system, it would conserve momentum. If the bullet gain momentum in one direction, the gun would gain momentum in the opposite directions

According to Newton's Third Law of Motion, Every action has Equal and opposite reaction. When the bullet is fired, it gives action to bullet and bullet gives equal and opposite reaction to gun. Hence, the gun recoils.
