it depends!

if the cage is completely closed and has no holes then  For the bird to stay in the air, the wings must push down on the air under them. The air exerts an equal force on the floor of the cage. The net force down on the scale will remain constant.  

IF the cage is not air tight, the air will move down and horizontal. The force down will be less than the weight of the bird
