V is independent of circuit resistance (say cell gives constant voltage), where as I is dependent on circuit resistance.
H in terms of V and R
H=VIt=V(V/R)t=V²t/R
Resistance is cut into two equal parts, It will become two resistors in series.
So new value of R'=R/2
Substitute this in heat equation.
H'=V²t/R'=V²t/(R/2)=2(V²t/R)=2H
The heat energy will become double.- a is the right answer.
