180 shrubs are needed.

Explanation:

It is given that,

The length of the hedge = 18 meter.

The breadth of the hedge = 12 meter.

∴ Perimeter of the hedge = 2(length+breadth)

                                       = 2 × (18+12) meter

                                       = 2 × 30 meter

                                      = 60 meter.

The boundary of the hedge = perimeter of the hedge = 60 meter.

In 1 meter 3 shrubs can be planted.

∴ In 60 meter (60×3) shrubs can be planted.

                      = 180 shrubs.

∴ 180 shrubs are needed in all.
