According to 24-hour format, it is 23:40 means that it is 20 mins left to complete the cycle of 24 hours. Now, when it completes 24-hour format the count will again start from 1. Now if we take 12-hour format in consideration it will be 03:05 am and 03:05 in 24-hour format. And it goes like,
20 mins + 3hours (according to 12-hour, start the count from 12 am, 1 am and 2 am simultaneously) + 5 mins = 3 hours 25 mins.
In simple words, 24 hour format doesn't follow the am pm rule whereas 12-hour format does.
