to make the cart move the horse bends forward  and pushes the ground with with tits feet the ground offers an equal reaction on the feet of the horsein the forward direction.the actual motion occurs whn the forward reaction is greater than the opposing frictional force between the wheels and the ground.

because at the start the horse has to enter into motion from rest position and the horses body and carriage (if any) tends to continue to be in rest position ( INERTIA) so a lot of force is required to start motion but once the horse acquires a certain velocity, less force is required to continue motion because horse's body tends to continue to be in state of motion. the face require is just to counteract the frictional force
