area the horse will be able to graze= area of circle

therefore, area of circle =

\pi {r}^{2}

thus,

 \frac{22}{7}  \times 21 \times 21 \\ 22 \times 3 \times 21 \\  = 1386 {m}^{2}

therefore the horse will be able to graze 1386
