we can take pole as center point of circle
and string as radius which is 28 meter long

so he can graze only in circular area only which is

= pi  r²
= 22/7  × 28²
=22/7 × 28  ×28
= 22 × 28 ×4
=88× 28
=2646 m²


so he can graze only in 176m² area only
