because the force exerted by the horse is Greater then the sled exerted to resist motion and therefore the Slate accelerate and do not this forces cancel each other that's the reason

According to the third law of Newton, the action and reaction forces act on the different bodies. Therefore the force cannot cancel each other.
In case the horse applies enough force for overcoming the friction-force on sled, it would move.
As it pushes ground backward with the feet, the ground provides the reaction force in forward direction.
If the forward reaction is more than friction force, the sled would move.
