It certainly indicates that the local nature, soil and plant and animal domesticates are productive enough to sustain a very large population without major crashes. So, in a way a huge population points out to the fact that that place must have had enough food and resources in general. But it does not mean that that population lives comfortably or enjoys a high level of social and economic development. They just need to be able to survive and reproduce themselves in order to sustain the huge population where they live. So, they may be able to do so, at least for several generations, without any major modern progress as long as the natural resources are not completely depleted.
