A hydrometer has a narrow stem and a heavy bulb.why?

The 'narrow stem' of the hydrometer is the observant scale of the instrument which indicates the amount of relative density of the liquids. The bulb in it contains mercury in more amount and it helps the instrument to float maintains its position upright.
