As the average kinetic energy is 32KBT  so the mean or average kinetic energy of any gas or mixture of gas depends on the temperature .
So here as the gases are in same temperature , i.e they are in thermal equilibrium so the ratio of mean kinetic energy of the hydrogen and oxygen gas is 1 : 1 .
