w = velocity of wind
time duration for London to Washington = 3660 / (610 - w)  = t1      equation 1
time duration for washington to London = 3660 / (610 + w) = t2        equation 2

t1 - t2  = 1.6 hours              so subtract equation 2 from equation 1. Take lcm & add

3660 [w + w ]
---------------------------- = 1.6
(610 - w) (610 + w)

3660 * 2 w  = 1.6 (610² - w²)          => w² + 4575 w - 372100  = 0
 
w = [ - 4575 + -  squareRoot( 4575² + 4 * 372100)  ] / 2

w =  (-4575 +- 4734.87) / 2    =  79.94  mi/hr  = 80 mi/hr after rounding off
