Threat :

It's very resource consuming to educate a large population along with providing them with work. A person without a job is an opportunity for the criminals to engage him towards illegal activities. People who have no jobs, have no health security and government needs to invest on it which further leads to lack of investment in other vital developmental areas.

Opportunity :

A large city population can be turned into an opportunity simply by opening a business there. We wouldn't have to import labour from anywhere else. It's instant cheap labour for construction/manufacturing sector and for an IT centered organisation, if the people are highly skilled with proper training and are educated.

Youth are visionary, hard working and can easily invest more time and energy towards nation building if given right direction and can prove disasterous for our country's security and can disrupt a peaceful society. It's a matter of how to put them on the right track.
