A large number of electrons are present in metals, yet no current flows in the absence of potential difference. This is because potential difference provides energy for the flow of all those electrons.As they get energy they flow,thereby electric current flows.
Without potential difference, energy will not be provided to the electrons.Thereby, they won't flow.

though large number of electrons are present in a metal they aare closely tied together which we say that it form strong bound but we know that charge flow only if there is a flow of ELECTRONS. as there is no flow of electrons no current will flow through metals.
